Promoting Women’s Leadership

Promoting Women’s Leadership
For years, The Mossawa center has worked on strengthening Arab women’s participation in decision
making process, through professional programs and support networks that aim to empower
entrepreneurs, increasing women's representation and promoting their role in the public sphere.
Project to Support Female Members of Local Authorities
Between 2023 and 2024, the center implemented a series of professional workshops to female
members on arab local authorities, they handled cases such as budget management,
productive local work, and environmental policies. These workshops provided a space to
exchange skills, reviewing laws and regulatory mechanisms, and developing tools to influence
local councils.

Entrepreneurial Women's Network
In 2025, The Center, in partnership with the Friedrich Ebert Foundation, with joint support from
the European Union, and in cooperation with the organizations "We Power," "Itach - Ma’aki,"
and "Montakhabat," launched the Arab Women Entrepreneurs Network project, coordinated by
Dr. Rawda Morkos Makhoul at Mossawa. This project aims to build a sustainable network of
active women in local authorities, civil society organizations and community frameworks, to
increase their presence in decision making positions on the local and regional sphere.
So far, four meetings have been held and have handled topics such as:

Transforming the increasing rates of academic education among Arab women into an

operational and political power

Critical reading into state budgets and their effects on the needs of Arab women

Drafting position papers and plans to influence policy

Developing local community-based initiatives

These meetings combine theoretical knowledge with field experience, opening the way for
participants to build new partnerships, exchange expertise, and develop practical tools to hold
state institutions accountable. The network also seeks to increase the percentage of Arab
women elected to local authorities and overcome the barrier of the absence of female heads of
Arab local authorities.
Through these projects, the Mossawa Center connects individual empowerment with collective
action, with the goal of achieving fair women's representation, gender equality in resource
distribution, and an influential women's voice in public policy
