Following the petition submitted by the Mossawa Center, the Ministry of Civil Equality has amended the tender for the Director of the Economic Development Authority, republished it, and extended the deadline for submitting applications to 9.12.2025.
The Mossawa Center had submitted a petition to the Jerusalem District Court against the amendments made by Minister May Golan to the tender requirements, which were intended to enable a political appointment of individuals close to her and to the Likud Party. As a result of the petition, the State Attorney’s Office was compelled to intervene and request modifications to the tender to align with some of the Mossawa Center’s demands, including publishing the tender in a lawful manner.
Following the amendments, the Mossawa Center is examining whether the updated tender and the extended submission deadline adequately address its concerns.
Mossawa Center Director, Jafar Farah, stated:
"We will review the changes introduced by the ministry and determine which legal steps we may take if the tender does not meet the requirements of the position or if the minister proceeds with political appointments to the post of Director of the Economic Development Authority."
Minister of Civil Equality Mai Golan has been attempting to gain control over development budgets that are supposed to be allocated to Arab localities for the years 2025–2026 and redirect them to the police. The Mossawa Center rejects these attempts and calls on the Ministry of Finance and other government ministries to allocate the designated development funds and not transfer them to Minister Itamar Ben Gvir, who in recent years has received enormous budgets but has failed to use them effectively to combat violence and crime.
The State Attorney’s Office and the ministry have repeatedly maneuvered within the legal process in an attempt to proceed with publishing the tender, despite its failure to meet the professional criteria required to manage significant government budgets.
